- 9.1 Consideration and possible approval of appointment of one member of the City Council to represent the City of Sparks on the Board of Trustees of the Western Regional Water Commission, for a partial term ending March 31, 2016. - 9.2 Consideration and possible approval of the Mayor’s recommendation of appointment to the Airport Noise Advisory Panel from the following pool of applicants, listed in alphabetical order: Shaun Carey, David Espinosa, Andrea Tavener and David Shocket. (FOR POSSIBLE ACTION)

- 10.1 Public Hearing, consideration and possible approval of Resolution No.3288 authorizing medium-term obligations in an amount of up to $20,000,000 to finance flood control and drainage projects; Directing the officers of the city to forward materials to the department of taxation of the State of Nevada; declaring the intent to reimburse the cost of the project from the proceeds of such medium-term obligations; and providing the effective date hereof. - 10.2 SECOND READING, Public Hearing, consideration and possible action on Bill No. 2699, An Ordinance amending Chapter 15 of the Sparks Municipal Code to remove the requirement for certificate of qualification for any person who labors at the trade of plumbing or electrician in the City of Sparks; and providing for other matters properly related thereto.
