Title: Consideration and possible approval of appointment of one member of the City Council to represent the City of Sparks on the Board of Trustees of the Western Regional Water Commission, for a partial term ending March 31, 2016. The applicants in alphabetical order are: Charlene Bybee; Julia Ratti; Ron Schmitt and Ron Smith.

Background:

On January 22, 2008, the City Council considered and approved the Joint Powers Agreement (JPA) among the City of Sparks, the City of Reno, the South Truckee Meadows General Improvement District, the Sun Valley General Improvement District, the Truckee Meadows Water Authority (TMWA) and Washoe County to create the Western Regional Water Commission (WRWC).  All other pertinent agency governing boards have approved the JPA as well as the State Attorney General’s Office.

The current WRWC Commissioners representing Sparks are Councilman Ed Lawson; Mayor Geno Martini representing the Joint Reno/Sparks appointment for the Truckee Meadows Water Reclamation Facility (TMWRF); and Councilman Ron Smith as appointed and approved by the TMWA Board.

The term of Ed Lawson must be vacated and replaced due to conflicting committee appointments  with the RSCVA (Reno Sparks Convention and Visitor's Authority) and WNDD (Western Nevada Development District).  Ed Lawson's current term runs through 03/31/2016.  The applicants in alphabetical order are: Charlene Bybee; Julia Ratti; Ron Schmitt and Ron Smith.

The frequency of the meetings are the 3rd Wednesday of each month,  (between 8:00 AM and 10:00 AM) approximately every other month as needed.

After discussion among the council members, Mayor Martini will make a recommendation for appointment.

Note: Per NRS Ch. 531, no alternates are permitted on this board.



Analysis:

The State Legislature, through SB 487, created the Western Regional Water Commission as a new governance structure for regional planning of water resources.  The Bill required the development and adoption of a comprehensive plan for the area over which the new commission had jurisdiction and addresses the supply of municipal and industrial water, quality of water, sanitary sewerage, and treatment of sewage and drainage of storm water.



Alternatives:

The City Council may direct staff to choose other Council Members as appointees.



Recommended Motion:

I move to confirm the Mayor's recommendation of ______________ for the City's representative for the Western Regional Water Commission, for a partial term ending March 31, 2016.
