First Reading of Bill No. 2699, an ordinance amending Chapter 15 to remove the requirement for certification of qualification for any person who labors at the trade of plumbing or electrician from the Sparks Municipal Code. The second reading and public hearing will be heard on December 14th, 2015.
Background:
At the October 26, 2015 City Council meeting, Mayor Geno Martini requested that consideration be given toward an amendment to Title 15 of the Sparks Municipal Code (SMC) to remove the requirement for certificate of qualification for any person who labors at the trade of plumbing or electrician in the City of Sparks. The requirement for such certification is included in Section 15.05.115 of the SMC. Staff has determined that the requirement for certification was added to the SMC in October of 1992 via Ordinance Number 1760. To Staff's knowledge, this requirement has not been used or enforced over the last 23 years.
At the November 9, 2015 City Council meeting, the Sparks City Council provided direction to the City Manager to prepare an amendment to Title 15 of the SMC to remove the requirement for certification of qualification for any person who labors at the trade of plumbing or electrician from the SMC.
The first reading of Bill No. 2699 was on November 23, 2015.
Analysis:
Adoption of the proposed bill will amend, by ordinance, Title 15 of the Sparks Municipal Code (SMC) to remove, in its entirety, Sections 15.05.115 through 15.05.115.4 from the SMC.
Alternatives:
- The City Council may approve Bill No. 2699 as submitted by Staff.
- The City Council may deny Bill No. 2699 and provide direction to the City Manager.
Recommended Motion:
"I move to approve Bill No. 2699, an ordinance amending Chapter 15 of the Sparks Municipal Code."
