Agenda Item Brief:

Consideration, discussion, and possible action to approve a Memorandum of Understanding (MOU) between the City of Sparks and the Washoe County District Health Department for the provision of mass prophylaxis in the event of a declared public health emergency.



Background:

The City of Sparks (City) has been working closely with the Washoe County District Health Department (Health Department) for several years in establishing the City as an organization capable of receiving and administering and/or dispensing medications to City staff, staff family members, and the general public, in the event of a declared public health emergency.  This MOU allows for the establishment of protocols necessary to implement these actions.



Analysis:

The Health Department, has been granted authority by the Centers for Disease Control (CDC) and Department of Homeland Security (DHS), to provide mass prophylaxis to residents and visitors in Washoe County, from the CDC's Strategic National Stockpile (SNS), in the event of a declared public health emergency.  Emergencies may involve acts of terrorism, the aftermath and response to weapons of mass destruction, or a naturally occurring large scale disease outbreak.

The City and Health Department have participated in drills, activities, and planning processes to obtain and retain the skills necessary to activate a City Point of Distribution (POD).

As the City provides critical constituent services including but not limited to emergency response and public safety, it is in the interest of all parties to maintain the continuity of operation of City services during an emergency by administering and/or dispensing medications to City staff and staff family members.



Alternatives:

1. The City Council may approve the MOU between the City of Sparks and the Washoe County District Health Department as outlined by staff.

2.The City Council may not approve the MOU between the City of Sparks and the Washoe County District Health Department as outlined by staff.

3.The City Council may or may not approve the MOU between the City of Sparks and the Washoe County District Health Department as outlined by staff, and direct staff to other alternatives..



Recommended Motion:

I move to approve the Memorandum of Understanding (MOU) between the City of Sparks and the Washoe County District Health Department for the provision of mass prophylaxis in the event of a declared public health emergency.
