Recommendation: It is recommended that Council approve the Interlocal Agreement with the City of Reno for 2013 Sewer Rehabilitation – Phase II, for an amount not to exceed $446,512.
Financial Impact: This project will combine budget of $446,512 from three different programs in Fund 1631 Sewer Capital Fund. $160,000 will come from Program 13-6609 Joint Interceptor Siphon Rehab. $250,000 will come from FY12 aproved CIP Program 12-6610 Sewer Emergency Sanitary Sewer Crossing Project. $36,512 will come from Program 13-6606 Annual Sewer System Rehab.

Agenda Item Brief: The Greg Street Joint Reno/Sparks Sanitary Sewer Interceptor serves the Cities of Reno and Sparks, providing one of two points of connection to the TMWRF Facility. Per the Truckee Meadows Water Reclamation Facility Agreement, Reno and Sparks share the maintenance and operation costs for the facilities covered by the agreement. Reno is pursuing rehabilitation of a portion of the joint interceptor, which falls under this agreement. Staff recommends approval of an Interlocal Agreement outlining the scope and estimated costs for this work.
Background: Under the Truckee Meadows Water Reclamation Facility (TMWRF) Agreement, the City of Reno is responsible for operation and maintenance of the Greg Street Interceptor. The City of Sparks is obligated to pay a fair share of associated costs as outlined in the Agreement at 32%. This cost share is outlined in Section 11, Cost to Maintain North Truckee Interceptor, of said agreement (attached). City of Reno is planning rehabilitation for a number of their pipelines in 2013, including the Greg Street Joint Reno/Sparks Interceptor. The City of Sparks, per the TMWRF Agreement, is obligated to share in costs of this Joint Interceptor. The cost of said rehabilitation is estimated to be $1,395,351. Sparks share of these costs is estimated at $446,512 based on the Agreement. The general limits of the rehabilitation project affecting the Joint Interceptor are south of Greg Street to the TMWRF Headworks. One section of pipeline included in this rehabilitation is the Siphon Structure beneath the Truckee River, which is a critical, high-risk pipeline. Additionally, rehabilitation of three pipeline sections within the project area (11126, 11127, and 11132 on attached Site Exhibit) are being funded by the Regional Transportation Commission (RTC) as outlined in the South East Connector Interlocal Agreement (November 26, 2012 Sparks City Council meeting).
Analysis: Inspection work was performed under the direction of City of Reno per the 2012 Interlocal Agreement with City of Reno, approved at the January 9, 2012 Sparks City Council meeting. Said inspection work indicated this section of the Joint Interceptor is in need of rehabilitation. Three sections of interceptor pipeline within the project area were identified as being directly impacted by the RTC South East Connector Phase I project; rehabilitation costs for those specific sections will be funded by the RTC. The remaining costs will be split between the City of Reno (68%) and City of Sparks (32%) per the 1980 TMWRF Joint Agreement.
Alternatives: 1. City Council could approve the Interlocal Agreement as outlined by Staff. 2. City Council could reject the Interlocal Agreement and provide direction to the City Manager.
Recommended Motion: “I move to approve the Interlocal Agreement with the City of Reno for 2013 Sewer Rehabilitation – Phase II, for an amount not to exceed $446,512.”
