Title: Consideration and possible approval to purchase a slide in vacuum/flusher unit for sewer, storm drain, and effluent maintenance from Pipe Hunter in the amount of $44,528.00.

Recommendation: Staff is recommending the purchase of this equipment from Pipe Hunter.
Financial Impact: $50,000.00 was budgeted for this project in Fund 1651, Key Service 130650 Effluent CIP Equipment & Facilities, Program 13-7002 Slide-In Vacuum Unit for Effluent Maintenance, Account 604070 Capital Equipment & Furnishings. The ongoing expense for this equipment is $195.00/month for M&R and 371.06/month for depreciation that will be part of Sewer OM annual maintenance budget.

Agenda Item Brief: Sewer Maintenance is seeking permission to spend $44,528.00 to purchase a small vacuum/hydro unit that can be loaded onto existing trucks in the fleet and hauled to the job site.


Background: As the city expands the number of in ground vaults has also increased. During routine maintenance of the infrastructure in these vaults it is sometimes necessary to remove water and dirt to perform work. The small size of this unit will allow it to be more maneuverable and will provide access to locations that the large trucks cannot get into.

Analysis: In sourcing the vehicle, if approved, the City would be using the joinder provision allowed under NRS 332.195 and purchasing the vehicle utilizing the Houston-Galveston Area Council (HGAC) contract with MME for the same equipment. Utilizing the “joinder” provision allows the City to precisely define the vehicle needed while foregoing the need to formally bid the item.

Alternatives: 1. Council could approve this purchase as outlined by staff. 2. Council could deny this purchase. 3. Council could direct staff to provide alternatives to this purchase.

Recommended Motion: I move to approve the purchase of a vacuum/flusher unit from Pipe Hunter in the amount of $44,528.00.
