Title: Consideration and possible approval of reimbursement to the City of Reno in the amount of $47,055 for Sparks’ share of a bid award to Invensys Operations Management by the City of Reno for the purchase and installation of Distributed Control System Fieldbus Modules and data servers at the Truckee Meadows Water Reclamation Facility (TMWRF).

Recommendation: Staff recommends City Council approve Sparks’ share of the contract between the City of Reno and to Invensys Operations Management for the purchase and installation of Distributed Control System Fieldbus Modules at TMWRF with the reimbursement to the City of Reno equal to $47,055.

Financial Impact: $47,055 of appropriations has been set aside in the approved 5 -Year Capital Improvement Plan (CIP) for the City of Sparks under TMWRF DCS Improvements Project, CIP Project Number 126601, in Fund 1631, Sanitary Sewer Capital Project Fund. The City of Reno will enter into an agreement with Invensys Operations Management and administer the acquisition and installation of identified components. The reimbursement will be via the current cost sharing agreement for TMWRF capital projects for this second phase of a multiyear project. The Cities of Reno and Sparks share the cost of this project based upon their ownership of TMWRF, which is 68.63% for Reno and 31.37% respectively. This $47,055 reimbursement expense will post to Account 604090, TMWRF Construction, using Project 12-6601-100.

Agenda Item Brief: This matter is scheduled to go before the Reno City Council on July 18 for approval to enter into and administer a contract with Invensys Operations Management for the purchase and installation of Distributed Control System Fieldbus Modules and data server at TMWRF in the amount of $150,000. Under the cost sharing agreement with Reno for TMWRF operation and maintenance, Sparks will reimburse Reno for 31.37% of the total amount (Sparks’ share being $47,055).

Background: The TMWRF distributed control system (DCS) was initially installed in the mid 1980’s to provide centralized computer control of process operations. The system has been upgraded and modified on a regular basis as information technology (IT) facilities and programming have evolved. TMWRF’s DCS has been expanded and developed in concert with plant expansions and modifications. TMWRF IT staff has been directly involved with all aspects of the DCS growth and evolution, and have taken direct responsibility for upkeep of the system. This is the second year of a three year project.

Analysis: The City of Reno will administer the contract and will be reimbursed for a portion of the costs by the City of Sparks through the cost sharing agreement for TMWRF operation and maintenance. The City of Reno and the City of Sparks share the cost for this project based upon their ownership of TMWRF, which is 68.63% for Reno and 31.37% for Sparks, as shown in Table 1. The Field Bus Modules (FBM) and data servers have limited service lives that should not be exceeded. The components cannot be run to failure for the resultant disruption to plant operations could lead to violations of the discharge permit. Components need to be purchased and installed to replace existing components in a timely, structured and proactive process that ensures uninterrupted plant operations. Acceptable components are only available from Invensys Operations Management as they are the manufacturer of the entire system and the hardware and peripheral equipment are the only compatible components. TMWRF IT staff has the appropriate training and experience with the DCS to identify specify, purchase and install the replacement components needed to complete this project.

Alternatives: 1. This project could be delayed; however, possible consequences include discharge violations. 2. Council could direct staff to provide other alternatives.

Recommended Motion: I move to approve that Council award the approval of reimbursement to the City of Reno for Sparks’ share of the purchase and installation of Distributed Control System Fieldbus Modules and data servers in the amount of $47,055.
