Title: Consideration and possible approval of reimbursement to the City of Reno in the amount of $121,227.48 for Sparks’ share of a bid awarded to Spanish Springs Construction, Inc. by the City of Reno for pavement reconstruction at Truckee Meadows Water Reclamation Facility (TMWRF).

Recommendation: Staff recommends City Council approve Sparks’ share of the contract between the City of Reno and Spanish Springs Construction, Inc. for a contract to replace a portion of the roadway at TMWRF.
Financial Impact: This does not affect the General Fund. $2,307,264.00 of appropriations has been set aside in the 5-year Capital Improvement Plan (CIP) for the City of Sparks under TMWRF Projects as CIP 136600, under Fund 1631, Sanitary Sewer Capital Project Fund. The City of Reno will enter into an agreement with Spanish Springs Construction, Inc. for up to $386,444.00 and will administer the project. Reimbursement will be sought from the City of Sparks for its share of expenses through the current cost sharing agreement for TMWRF capital projects, based on the ownership of TMWRF with the City of Reno being 68.63 %, or up to $ 265,216.52 and Sparks being 31.37%, or up to $121,227.48. Expenses for this TMWRF Roadway Improvements Upgrades Project will post to account 604090, TMWRF Construction using CIP 13-6600A.

Agenda Item Brief: City staff is asking the City Council to approve reimbursement to the City of Reno in the amount of $121,227.48 for its share of a $ 386,444.00 contract administered by the City of Reno with Spanish Springs Construction, Inc. to reconstruct a portion of the roadway at TMWRF.


Background: Major portions of TMWRF were constructed in 1964 and are in critical need of reconstruction. The roadway covered by this contract has been identified as needing replacement due to its age and condition. The roadway is used by chemical tankers for offloading of chemicals needed in the day to day operation of the facility. The current roadway has improper drainage, non-roadway rated vault covers and inadequate drainage for the vaults which contain communication, telemetry and power supply cables. The asphalt layer has also failed and is of insufficient thickness to support the vehicle traffic that uses this roadway.

Analysis: The City of Reno will administer the contract and will be reimbursed for a portion of the costs by the City of Sparks through the Sparks – Reno cost sharing agreement for TMWRF. The City of Reno and the City of Sparks share the cost for this project based upon their ownership of TMWRF, which is 68.63% for Reno and 31.37% for Sparks. Based on the ownership percentages, Reno’s share is $ 265,216.52 and Sparks share is $ 121,227.48. Recommended Motion: I move to approve that City Council award the approval of reimbursement to the City of Reno for Sparks’ share of the roadway reconstruction in the amount of $ 121,227.48.
