Agenda Item Brief: This is the proposed sixth amendment to the Cooperative Agreement between the City of Reno, Washoe County and the City of Sparks for operation of the Community Assistance Center (CAC). Amendment #6 would extend the current Agreement through fiscal year 2012-13 and specifies the funding each of the local governments will provide for CAC operations during fiscal year 2012-13.


Background: In late 2003, the Reno City Council identified Record Street for the co-location and expansion of homeless services. The Men’s Drop-in-Center, Reno Sparks Gospel Mission and St. Vincent’s Dining Facility were relocated and a new woman’s shelter, family shelter, triage center and community resource center have been built. In July 2008, the mayors of the two cities and the chair of the County Commission held a Homeless Summit. At that time the community urged the jurisdictions to identify a lead entity, open the facilities as soon as possible and develop an entity with dedicated funding to assume long-term management of the facilities. In response, the three jurisdictions developed and adopted the original Cooperative Agreement in September 2008, with the City of Reno as lead entity to manage CAC operations. The agreement was most recently amended (Amendment #5) to extend the Agreement for the remainder of the 2011-12 fiscal year and continue Reno’s role as lead entity. In advance of fiscal year 2010-11, the three jurisdictions agreed to fund the CAC’s core services using a formula based on allocations of property tax equivalents. Each of the Cities agreed in principal to allocate an amount equivalent to $0.005 of property tax and the County to $0.01 of property tax equivalent. In FY 10-11, the allocations through the formula fully funded the CAC’s $1,970,039 operating budget. However, in the second year (FY 11-12), primarily as a result of the recession and housing market crisis, and resulting reductions in property values, there was a budget shortfall of just over $137,000, which the City of Reno as lead agency funded through internal resources and an Emergency Food and Shelter Program (EFSP) Grant from the Federal Emergency Management Agency (FEMA).

Analysis: For fiscal year 2012-13, the CAC operations will include three core services plus the Community Triage Center (CTC). These are: • Shelters (Men’s, Women’s and Family) • Security • Tom Vetica Resource Center • Community Triage Center (CTC) However, because the CTC has a separate and discreet budget, an agreement for funding the CTC will be brought to the Sparks City Council separately. The estimated FY 12-13 budget for the CAC’s core services is $1,957,027. Per Amendment #6, the City of Sparks would provide $95,000 in funding, an amount equivalent to $0.005 of property tax. Of this amount, $86,081 would come from the City’s FY 2012/13 CDBG allocation (the 15 percent maximum amount for “public services”) and $8,919 from the City’s General Fund.

Alternatives: The City Council’s options include not approving Amendment #6 to the Cooperative Agreement or modifying its terms, subject to concurrence by the City of Reno and Washoe County.

Recommended Motion: I move to approve Amendment #6 to the Cooperative Agreement and authorize the Mayor to sign the agreement.
