Title: Consideration and possible approval of the cooperative agreement and the 2012 annual operating plan between the City of Sparks and the City of Reno on behalf of the Sparks and Reno Fire Departments.

Recommendation: The recommendation is for Council to approve the proposed cooperative agreement between the Sparks Fire Department and the Reno Fire Department.
Financial Impact: The financial impact varies. If an incident exceeds the mutual aid period of 12 hours, all resources will be reimbursed at the rates as outlined in the “Annual Operating Plan”.

Agenda Item Brief: The Reno Fire Department cooperative agreement is intended to facilitate the rapid mobilization of fire resources within the City of Sparks and the City of Reno.
Background: The Sparks Fire Department maintains cooperative agreements with local, state, and federal fire agencies to provide resources to assist each other with emergencies that exceed the capabilities of a single agency. Based upon the pending dissolution of the consolidated Reno/Truckee Meadows Fire Department, it became necessary to prepare a separate cooperative agreement with each of the agencies to maintain our ability to receive and provide mutual and automatic aid. The provisions of this agreement are mutually agreeable with the staffs of the Sparks Fire Department and the Reno Fire Department. If approved by the Council, this agreement and all of its elements will take effect July 1st 2012.
Analysis: The Reno Fire Department agreement provides the Sparks Fire Department with access to staffed emergency response resources, at no cost, for up to 12 hours from the beginning of an incident. It further provides for reimbursement of incurred costs past 12 hours. The reimbursement rates are agreed upon and are listed in the “Annual Operating Plan”. Staff believes that this agreement has a balance of billable and non billable risk. This agreement is one of several cooperative agreements that cumulatively give the Fire Department access to additional resources during times of emergency. Alternatives: 1) Council can choose to not approve the cooperative agreement and the 2012 annual operating plan between the Sparks Fire Department and the Reno Fire Department. 2) Council can accept the recommended motion.
Recommended Motion: Move to approve the cooperative agreement and the 2012 annual operating plan between the City of Sparks and the City of Reno on behalf of the Sparks and Reno Fire Departments.
