Title: FIRST READING, of Bill No.2645, an ordinance amending Chapter 2, Section 2.12.060 “Powers and Duties” and Chapter 12, Section 12.24.010 “Definitions”; 12.24.030 “Times When Parks Open”; and 12.24.090 “Park Rules” of the Sparks Municipal Code; and providing other matters properly related thereto.

Recommendation: That the City Council instruct the City Clerk to read the first reading of the ordinances by title on June 25, 2012, and thereafter publish notice of a second reading and public hearing of these ordinances for adoption and approval on July 9, 2012.

Agenda Item Brief: Recommended revisions by the Parks and Recreation Department of an ordinance amending Chapter 2, Section 2.12.060 “Powers and Duties” and Chapter 12, Section 12.24.010 “Definitions”; 12.24.030 “Times When Parks Open”; and 12.24.090 “Park Rules” of the Sparks Municipal Code; and providing other matters properly related thereto.
Background: Over the years the facility inventory, rules and overall needs of the Parks and Recreation Department have undergone change. Some examples are cited below; Amendment to 2.12.060 is appropriate in that: • the workload of staff has increased as well as those of volunteer committees. Therefore, in the best interest of everyone’s time it is recommended that the Parks and Recreation Commission meet quarterly instead of monthly with the ability to schedule special meetings as needed. • The Don Mello Sports Complex was replaced with the Golden Eagle Regional Sports Complex in 2008. Section 12.24.030 still states Don Mello. • The times the parks and Regional Centers are open needed clarification and correction
Analysis: Parks and Recreation Commission reviews and approves the fees charged to the public for park use and registration fees as part of the budgetary process. This amendment will clarify the process.
Alternatives: The City Council may choose not to amend the ordinance.
Recommended Motion: I move to adopt the revisions of an ordinance amending Chapter 2, Section 2.12.060 “Powers and Duties” and Chapter 12, Section 12.24.010 “Definitions”; 12.24.030 “Times When Parks Open”; and 12.24.090 “Park Rules” of the Sparks Municipal Code; and providing other matters properly related thereto.
