Agenda Item Brief: If awarded, the vendor will perform the related services to complete a Comprehensive Parks and Recreation Plan Update while partnering with a local sub-contractor.


Background: The intent of the Request for Proposal #11/12-015 is to determine a vendor who will update the 1997 Park, Open Space and Recreation Services Plan and 2010 Needs Assessment Report. The 2012 strategic planning effort will strive to define a successful operating approach and recommend policies and funding strategies for the future. In 1995, the City of Sparks population was 59,880 which represented a 12.2% increase from 1990. Today, the City of Sparks population is approximately 93,000, a 36% increase from 1995.

Analysis: The City advertised a Request for Proposals (RFP) to determine what firm would be recommended. The document was advertised locally in the RGJ, the City’s website and with the City’s national bid broker and the complete RFP was available for download from the City website the entire month of January. At the response deadline, the City received 8 responses from: 1) Conservation Technix 2) Green Play, LLC 3) Landmark Design 4) MIG 5) Pros Consulting, LLC 6) RJM Design Group 7) Stantec 8) Wood Rodgers A committee of two City of Sparks’ employees and one Washoe County employee were recruited to survey and score the responding packets. A weighted score was generated based on a score sheet disclosed to all respondents to the RFP. The Purchasing Department compiled the scores and met with the Parks and Recreation Director to review the scores for selection. Initial selection was made based purely on scores, without names of firms being disclosed to the Director. MIG was the top ranked firm in this process. Once the ranking was known, staff entered in to further negotiation with MIG to further refine their work plan and incorporation of local resources for certain aspects of the project. The “best and final” offer is included as an attachment to the recommended contract under consideration. That proposal falls within the budgeted amount for this service.

Alternatives: The City Council may choose not to award this contract to MIG.

Recommended Motion: I move to approve the awarding of RFP #11/12-015 for the completion of the Comprehensive Parks and Recreation Plan Update in the amount of $95,660.00 to MIG.
