Title: Consideration and possible award of a contract for the Rock Blvd and McCarran Bridge pathway replacement, informal quote to Anchor Concrete, in the amount of $50,990.00

Recommendation: Staff recommends that Council award the Rock Blvd and McCarran Bridge pathway replacement, Informal quote to Anchor Concrete, in the amount of $50,990.00.
Financial Impact: $63,603.00 of appropriations remains in the 2011/2012 Capital Improvement Program (CIP) under CIP 122001, Parks and Recreations Capital Projects, Bike Path Rehabilitation Project in the Parks and Recreation Project Fund (1402). There is no General Fund impact. Construction expenses will post to Account 604060, Site Improvements using Project 12-2001-101.

Agenda Item Brief: Consideration and possible award of the Rock Blvd and McCarran Bridge pathway replacement, Informal quote to Anchor Concrete, in the amount of $50,990.00. This project will replace the existing river bike path under the bridges at Rock Blvd and McCarran Blvd with concrete. Staff recommends approval.
Background: The existing pathway under the two bridges is a constant maintenance burden and is very difficult to repair due to the overhead bridge at both locations. The slope from the existing bridge abutments is dirt and rip rap, material from the slopes is constantly pushed on the pathway by pedestrians and vandals causing hazards that can result in accidents by users of the pathway. Drainage under these areas can also be a problem due to age and deterioration of the existing pathway.
Analysis: The scope of work for this project involves the removal and replacement of existing asphalt pathway, installation of concrete pathway, installation of an 18” retaining curb, adding additional width; 12’ instead of 8’ , drainage improvements with grading improvements. A section at Rock Park will be added in concrete thus completing all concrete pathways within the park. Four Informal quotes were solicited to local concrete contractors on June 4th and all quotes were obtained on June 7th. Three quotes were received and one no bid was also submitted. Alternatives: 1. City Council could award the quote as outlined by Staff. 2. City Council could reject all quotes and provide direction to the City Manager.
Recommended Motion: I move to award the Rock Blvd and McCarran Bridge pathway replacement, Informal quote to Anchor Concrete, in the amount of $50,990.00.
