Title: Consideration and possible approval of the City Hall Main Bathroom ADA Remodel Project, to Reyman Brothers Construction in the total amount of $69,776.

Recommendation: Staff recommends Council award the City Hall Main Bathroom ADA Remodel Project, to Reyman Brothers Construction in the total amount of $69,776.

Financial Impact: : This project was not contained in the 2011/2012 Capital Improvement Plan (CIP). City Council approved on November 28, 2011, Agenda Item 6.3, which included the use of prior year fund balance for this new project. $85,000 in appropriations will come from two sources. $60,000 will come from Fiscal Year 2011 ending fund balance in the Capital Projects Fund (1404). $25,000 has been moved from the remaining budget for CIP 12-1001, City Facilities Projects, also in the Capital Projects Fund (1404). Bathroom improvement expenses will post to Account 604050-Buildings- Capital, using Project 12-1004-103.

Agenda Item Brief: Consideration and possible approval of the City Hall Main Bathroom ADA Remodel Project, to Reyman Brothers Construction in the total amount of $69,776. This project will bring the existing lobby bathrooms up to ADA compliance and improve the functionality, efficiency, and aesthetics of the front bathrooms at City Hall. Staff recommends approval.

Background: The front lobby of City Hall was originally built around 1980, which includes the two restroom facilities located in the front lobby. They are outdated and no longer meet the current ADA Standards. There have been minor modifications performed on the restrooms over the years, but they still require attention. These restrooms are located in an area of City Hall that is regularly used by the public and it has become evident that there is a need to update these facilities and bring them up to current ADA Standards. The City has moved one of the partitions over in both the men’s and women’s restroom to temporarily provide better ADA access. This was performed as a temporary improvement while a design could be provided and funding secured to remodel the restrooms to meet current ADA Standards.

Analysis: H & K Architecture provided the final design which includes moving the existing alcove in the lobby out to allow for a larger area within the restrooms to accommodate ADA access. The design will also provide new finishes, fixtures, ADA accessible drinking fountains, and sound proof the adjoining walls. This project was estimated to be under $100,000 so an informal quote process was used to determine a contractor to perform the remodel. Informal Quotes were provided to six (6) local contractors of which Reyman Brothers Construction provided the low responsible quote, in the total amount of $69,776. A copy of the quote recap is attached for the Councils review.

Alternatives: 1. City Council could approve the City Hall Main Bathroom ADA Remodel Project as outlined by Staff. 2. City Council could reject the City Hall Main Bathroom ADA Remodel Project and provide direction to the City Manager.

Recommended Motion: “I move to award the City Hall Main Bathroom ADA Remodel Project, to Reyman Brothers Construction in the total amount of $69,776.”
