Title: Consideration and possible approval of an Interlocal Cooperative Agreement with the Regional Transportation Commission of Washoe County for the application of slurry seal on the local roadway network in the amount of $220,000.

Recommendation: Staff recommends the approval of an Interlocal Cooperative Agreement.
Financial Impact: $301,564 of appropriations remains for this project that is contained in the 2011/2012 Capital Improvement Plan (CIP) under the Pavement Management Program, Street Surfaces, Preventative component, CIP 120500 in Fund 1401, Transportation Systems Fund (1401). This ILA is in a not to exceed amount of $220,000 and will post to Account 603120- Aid to Other Governments using Project 12-3003-104.

Agenda Item Brief: The RTC prepares and administers a Preventative Maintenance, Slurry Seal Program that provides a surface slurry treatment to candidate streets included in the Regional Transportation Plan. By joining with the RTC program the City is able to take advantage of the contract quantity which provides competitive pricing for the local roadway preventative maintenance program. Staff recommends approval of the Interlocal Cooperative Agreement with the RTC.
Background: The RTC Preventative Maintenance, Slurry Seal Program is a yearly program that provides for the application of preventative maintenance treatments on candidate pavements included in the Regional Transportation Plan. The City of Sparks has requested, per Exhibit “A” of the Interlocal Cooperative Agreement, the inclusion of an additional 1.6 million square feet of Type II Slurry Seal for our residential street preventative maintenance program. The amount associated to the local roadway preventative maintenance program will not exceed $220,000.
Analysis: The RTC conducts a yearly Preventative Maintenance, Slurry Seal Program which includes deep patching, slurry sealing and striping. Including our residential streets with the RTC provides a savings opportunity for the City based upon the overall scale of the RTC program.
Alternatives: 1. Approve the contract as presented in this staff report 2. Provide the City Manager with further action
Recommended Motion: I move to approve the Interlocal Cooperative Agreement with the Regional Transportation Commission of Washoe County for the application of slurry seal on the local roadway network in the amount of $220,000.
