Title: Consideration and possible approval for a contract in the amount of $66,770 to Carollo to update a modeling program and provide engineering services to Truckee Meadows Water Reclamation Facility (TMWRF).

Recommendation: Staff recommends City Council enter into a contract with Carollo in the amount of $66,770.
Financial Impact: This expense will be charged to Account 603235, Professional Services-Engineering, under Program 131510, TMWRF Administration. Following quarterly reconciliation of TMWRF’s operating expenses, affecting the Sanitary Sewer Operations Fund (1630), Sparks is expecting reimbursement from the City of Reno based on actual flow splits provides by ADS Environmental as outlined in the inter local agreement.

Agenda Item Brief: City staff is asking the City Council to approve a contract with Carollo to update a modeling program they initially performed in 2003. In addition, they will provide engineering services to ensure the model sampling program is appropriate and provide operational consulting services.


Background: In March of 2003, Carollo prepared a Unit Process Capacity Assessment at TMWRF. This assessment provided critical information on how much wastewater the treatment plant could effectively treat. With changes in the plant operations and influent flow and loadings, it is time to update the model.

Analysis: The Unit Process Capacity Analysis will consist of four (4) major components. 1. Carollo will prepare a sampling program to ensure the model inputs are correct. 2. Carollo will perform a desktop analysis of each major unit process to determine the rated capacity. 3. Carollo will develop and implement a program to stress test equipment used in the nitrogen removal process (towers – nitrification). This will provide a more accurate assessment than desktop analysis alone. 4. Carollo will prepare a report detailing the key findings and recommendations. In addition to the capacity analysis, Carollo will provide 40 hours of consulting services to aid in optimizing the unit processes.

Alternatives: City Council could recommend that staff look at alternative options.

Recommended Motion: I move to approve a contract with Carollo in the amount of $66,770.
