Title: Consideration and possible award of the 2012 Street Rehabilitation – Unit 3 Project, Bid No. 11/12-030, PWP-WA-2012-220 to Granite Construction, in the amount of $324,324.

Recommendation: Staff recommends that Council award the 2012 Street Rehabilitation – Unit 3, Bid No. 11/12-030, PWP-WA-2012-220 to Granite Construction, in the amount of $324,324.
Financial Impact: This project is using funding resources from Transportation Systems Fund 1401 and Utility Fund 1641. There is no General Fund impact. Appropriations are contained and remaining budget available within the approved 2011/2012 Capital Improvement Plan (CIP) under Pavement Management Program, Street Surfaces, Rehabilitation components, CIP 12-0502; and Sidewalk Rehabilitation component, CIP 12-0503; and Annual Road Ahead Project Coordination - Drains Project, CIP 12-6803. Based on work performed up to $276,809 of expenses will post to Account 603190, Repairs and Maintenance using 12-0502-101; up to $19,040 of expenses will post to Account 603190, Repairs and Maintenance using 12-0503-100; up to $28,475 of expenses will post to Account 604130, Drainage Systems using 12-6803-100.

Agenda Item Brief: Consideration and possible award of the 2012 Street Rehabilitation – Unit 3, Bid No. 11/12-030, PWP-WA-2012-220 to Granite Construction, in the amount of $324,324. Staff recommends approval.


Background: This project will remove and replace rundown curb, gutter and sidewalk and reconstruct the roadway along “P” Street from “O” Street to Probasco Way. The funding for the project was made available from better than expected bid pricing on previous roadway projects.

Analysis: This 2012 Street Rehabilitation Unit 3 project is part of the City’s Transportation System - Pavement Management Program. The project was prioritized through the City’s Pavement Management System and outlined in the 5 year Program of Projects. This project was originally scheduled to be completed in the next Fiscal Year 12/13 but with the cost savings from the previous Street Rehabilitation Units 1 & 2 this allowed staff to bring forward the construction of “P” Street. The project scope identifies the need to remove and replace rundown curb gutter, driveway approaches, and reconstruct the roadway with new asphalt on “P” Street from “O” Street to Probasco Way. In this area all of the dilapidated curb, gutter and sidewalk will be removed and replaced. The City of Sparks received Five (5) qualified bids for this project, which were received May 2, 2012 at 1:45 p.m. and opened on May 2, 2012 at 2:00 p.m. A bid summary of the qualified bidders is shown below: •Granite Construction $324,324 •Sierra Nevada Construction $326,462.50 •Spanish Springs Construction $332,444 •Horizon Construction $337,703.30 •A&K $354,760

Alternatives: 1. City Council could award the project as outlined by Staff. 2. City Council could reject the proposed project and provide direction to the City Manager.

Recommended Motion: I move to award the 2012 Street Rehabilitation Unit 3 Project to Granite Construction, in the amount of $324,324.
