Title: Consideration and possible approval for a contract in the amount of $31,575 to Clean Harbors Environmental Services, Inc. to remove lime from an abandoned silo located at the Truckee Meadows Water Reclamation Facility (TMWRF).

Recommendation: Staff recommends City Council enter into a contract with Clean Harbors Environmental Services, Inc. in the amount of $31,575.
Financial Impact: There is no impact to the General Fund. This expense will be charged to Fund 5605, Account 603242, Professional Services – other, under program 131510, TMWRF Maintenance. Following quarterly reconciliation of TMWRF’s operating expenses, affecting the Sanitary Sewer Operations Fund (1630), Sparks is expecting reimbursement from the City of Reno based on actual flow splits provided by ADS Environmental as outlined in the inter local agreement for the operations of the facility.

Agenda Item Brief: City Staff is asking the City Council to approve a contract with Clean Harbor Environmental Services, Inc. to remove lime from an abandoned silo located at TMWRF.
Background: The Truckee Meadows Water Reclamation Facility (TMWRF) in the past had lime contained in silos available to control PH at the contact tank prior to discharge to the Truckee River and also as a means to control alkalinity at the Nitrification facility. Both of these processes are no longer required in order for TMWRF to meet its discharge permit.
Analysis: Staff has determined that the lime contained in the silo located at the contact outfall poses a threat to the health and safety of plant personnel. In addition, the lime contained in the silo is no longer in a useable state as it has become solidified. Staff has determined that the best solution is to have the chemical removed from the facility and properly disposed of by a licensed contractor. An informal bid process was used to select a contractor and the results are as follows: Clean Harbors Environmental Services, Inc. $31,575 PSC No Bid
Alternatives: City Council could direct staff to provide other alternatives.
Recommended Motion: I move to approve a contract with Clean Harbors Environmental Services, Inc. in the amount of $31,575 with Reno’s share being $9,472.
