Agenda Item Brief:

The existing sanitary sewer line beneath Stanford Way, between Victorian Avenue and Prater Way, and the sewer lines serving the residential area near Canoga Court have deteriorated and require rehabilitation.  The Cured In Place Pipe (CIPP) lining method was chosen as the rehabilitation approach based on the level of pipe deterioration.  The CIPP liner will provide a new structural section and reinforce the existing pipe at a cost significantly less than full pipe replacement.  The project was approved in the FY19 CIP.    



Background:

The sanitary sewer line beneath Stanford Way, between Victorian Ave and Prater Way, consists of 1700 lineal feet of 15-inch diameter pipe and 750 lineal feet of 10-inch pipe constructed in the 1960s.  The sewer line conveys wastewater from the area bounded by Pyramid Way to the west, Probasco Way to the east, Richards Way to the north, and Victorian Ave to the south.  The sewer line has experience structural deterioration over time, to include cracking, aggregate loss, and voids.  The structural deterioration requires rehabilitation before the pipe weakens to the point of failure.  Additionally, 1400 lineal feet of 8-inch sewer line in Covina Drive, Verano Drive, Lorena Street, and Canoga Court have experienced similar deterioration and will be rehabilitated with this project.   

The cured in place pipe (CIPP) rehabilitation method was selected because the pipe has structural deterioration but has not experienced failure.  The CIPP method consist of a structural pipe liner that is fitted into the existing pipe.  Once cured, the liner provides a structural section like PVC sewer pipe and a lifespan of approximately 50 years.  This rehabilitation will mitigate the need for a full pipe replacement with an estimated cost more than twice the low bid for this project.



Analysis:

Four (4) bids were received at City Hall on February 13, 2020 as a result of the formal bid process prescribed by statute.    The engineer’s estimate was $702,000.  Express Sewer and Drain submitted the low bid for this project in the amount of $365,460.  A bid recap is provided below for Council’s review.
