Agenda Item Brief:

This Interlocal Cooperative Agreement (ICA) will allow the Truckee Meadows Water Authority (TMWA) to reimburse the City of Sparks for relocating water main infrastructure associated with the City’s Tyler Way and 18th Street sanitary sewer project.  The sewer project is approved in the FY20 CIP and the TMWA water main must be relocated prior to construction of the sewer line. TMWA will reimburse the City for actual construction costs related to the water main relocation.



Background:

The Tyler Way and 18th Street sanitary sewer project was approved with the FY20 CIP.  The project includes upsizing approximately 1500 lineal feet of 10-inch and 12-inch sewer main to new 15-inch sewer main to accommodate growth in west Sparks surrounding the McCarran Boulevard area.  A TMWA water main is located above the sewer line and requires relocation prior to the sewer upsizing.  The project is in the vicinity of Agnes Risley Elementary and Sparks Middle Schools (see attachment 01).  The ICA provides for a shorter construction schedule by combining the work into a single project.  Construction is planned to be substantially completed during the WCSD planned summer break, June 8th through August 7th, which will reduce the impacts to school operations and to local residents.



Analysis:

An ICA, with TMWA, for reimbursement of actual construction costs, associated to the water main project, will allow for the two projects to be advertised and constructed as one project.  The benefits include mobilization by a single general contractor, more efficient pricing due to larger scale work, and a reduced project construction schedule and impacts to the local residents versus two separate projects.  The engineer’s estimate for the construction work, associated with the TMWA water main relocation, is approximately $315,000.  The ICA states that TMWA will reimburse the City for the actual costs of construction for the TMWA water main infrastructure.  The project will be bid, awarded and managed by the City.

The Interlocal Agreement is attached for Council’s review.



Alternatives:
  1. City Council could approve the ICA as outlined by Staff.
  2. City Council could reject the ICA and provide direction to the City Manager.


Recommended Motion:

I move to approve the Interlocal Cooperative Agreement (AC-5658), with the Truckee Meadows Water Authority, for the reimbursement of actual cost, estimated in the amount of $315,000, for water main relocation associated with the Tyler Way and 18th Street sanitary sewer project.
