Agenda Item Brief:

Staff recommends approval of an augmentation to the professional service agreement with Barrett Resources for continued provision of government affairs assistance benefitting the City of Sparks's interests in the Truckee Meadows Public Land Management Act.

 

 



Background:

Barrett Resources is an experienced government relations firm specializing in community outreach programs related to government projects.  They have considerable experience with local governments, state agencies, elected officials and the business community for outreach efforts. The City of Sparks has retained Barrett Resources to assist in advancing the city's interests in federal lands legislation concerning Washoe County.

 



Analysis:

The City of Sparks retained Barrett Resources on May 7, 2019, and with the approval of this agenda item will extend the term of the agreement through September 2020. Barrett Resources continues to assist the city in negotiating a draft proposal to Nevada's congressional delegation with various stakeholder groups. Although the process of formulating a bill to introduce in Congress has no actual deadline, the city and its partner entities are hopeful that the outreach effort with which Barrett Resources is assisting will be complete by fall of 2020. 

 



Alternatives:

1. The City Council could approve this expenditure.

2. The City Council could reject the proposed expenditure and provide direction to the City Manager.



Recommended Motion:

I move to approve an expenditure of $45,000.00 to augment a professional services agreement to Barrett Resources to continue to provide outreach efforts to benefit the City of Sparks's interests in the Truckee Meadows Public Land Management Act.
