A Business Impact Statement is not required because this is not a rule.
The project involves removing and replacing deteriorating curb gutter, sidewalk, and driveway approaches along with constructing new pedestrian ramps and reconstructing the roadway with new asphalt. Refer to the attached FY20 Street Rehabilitation Combined Unit 3 Vicinity Map for street locations. During the design phase of the project a deficiency in the existing storm drain network on Queen Way was identified and has been included within this contract. As the Queen Way storm drain project was not included in the Fiscal Year 20 Capital Improvements Plan, an augmentation of $183,869 to the Sewer Enterprise Fund is required. Sufficient cash is available in the Sewer Enterprise fund to support the requested augmentation. The project advertised on November 6, 2019. On November 21, 2019, the City of Sparks received five (5) qualified bids for this project. West Coast Paving submitted the low bid in the amount of $696,243.00.
Background:
The 2020 Street Rehabilitation – Combined Unit 3 Project is part of the City’s Transportation System – Pavement Management Program. The project was prioritized through the City’s Pavement Management System and outlined in the 5-year Program of Projects. During the design phase of the roadway project, a deficiency in the existing storm drain network on Queen Way was identified and has been included in the scope of work.
Analysis:
The project scope identifies the need to remove, and replace as needed, deteriorating curb gutter, driveway approaches, sidewalk ramps and reconstruct the roadway with new asphalt on the streets highlighted on the attached FY 20 Street Rehabilitation Combined Unit 3 Vicinity Map.
A needed storm drain project was identified adjacent to the road project along Queen Way. This work was included within this roadway project to take financial advantage of the scale of the overall project and lessen future traffic impacts with a stand alone storm drain project. As the Queen Way storm drain project was not included in the Fiscal Year 20 Capital Improvements Plan, an augmentation of $183,869 to the Sewer Enterprise Fund is required. Sufficient cash is available in the Sewer Enterprise fund to support the requested augmentation.
The City of Sparks received six (6) qualified bids for this project. Bids were received November 20, 2019 at 1:45pm and opened at 2:00pm.
