Title: Consideration, discussion, and possible approval of the 2020 Street Rehabilitation – Unit 1, Bid No. 19/20-003, PWP-WA-2020-054 construction contract (AC-5636) with Sierra Nevada Construction in the amount of $1,481,007.

Recommendation: Staff recommends the City Council approve the construction contract with Sierra Nevada Construction.
Financial Impact: This project will combine budget of $1,481,007 from four different CIP projects in three different funds. Fund 1401 Road Fund $1,025,948.87 – CIP#20-0500 Pavement Mgmt Program Street Improvements- Corrective and Rehab, Account 604140 Roads, Streets & Bridges (currently available $1,680,000.00) $165,778.83 – CIP#20-0501 Pavement Mgmt Sidewalk Rehab, Account 604120 Curbs, Gutters & Sidewalks (currently available $400,000.00) Fund 1631 Sanitary Sewer Cap Fund $57,749.68 – CIP#20-6596 Annual Sewer System Street Improvement Coordination, 604150 Sewer Lines (currently available $80,000) Fund 1641 Storm Drains Cap Fund $231,529.63 – CIP#20-6690 Annual Storm Drain Street Improvement Coordination, 604130 Drainage Systems (currently available $419,800) Project Total: $1,481,007

Agenda Item Brief:

The project involves removing and replacing deteriorated curb gutter, sidewalk, and driveway approaches along with constructing new pedestrian ramps and reconstructing the roadway with new asphalt. Refer to the attached FY20 Street Rehabilitation Unit 1 Vicinity Map for street locations. The project advertised on October 30, 2019. On November 20, 2019, the City of Sparks received six (6) qualified bids for this project.  Sierra Nevada Construction submitted the low bid in the amount of $1,481,007.



Background:

The 2020 Street Rehabilitation –Unit 1 Project is part of the City’s Transportation System – Pavement Management Program. The project was prioritized through the City’s Pavement Management System and outline in the 5-year Program of Projects. The project scope identifies the need to remove and replace as needed deteriorated curb gutter, driveway approaches, sidewalk ramps and reconstruct the roadway with new asphalt on the streets highlighted on the attached FY 20 Street Rehabilitation Unit 1 Vicinity Map.



Analysis:

The City of Sparks received six (6) qualified bids for this project. Bids were received November 20, 2019 at 1:45pm and opened at 2:00pm.

Alternatives:
  1. Council could approve the construction contract as outlined by Staff.
  2. Council could reject the proposed construction contract and provide direction to the City Manager.


Recommended Motion:

I move to approve the 2020 Street Rehabilitation – Unit 1 Project construction contract (AC-5636) with Sierra Nevada Construction in the amount of $1,481,007.
