Agenda Item Brief:

This project consists of the removal of existing trees and tree planters, removal and replacement of existing pavers, sidewalk, curb, gutter, and catchbasins, irrigation and electrical improvements, and abandonment and relocation of an existing bus stop.  Staff recommends approval of the construction contract with Anchor Concrete.



Background:

Victorian Square public improvements were originally constructed in two phases, the first being in 1988 and the second in 1990.  In February 2013 City staff from Engineering, Planning, Public Works Maintenance, Parks and Rec, and Special Events reviewed the area to identify repairs due to deterioration and improvements for use during special events.  Based on this review, a plan was developed to phase improvements to Victorian Square in the City Capital Improvement Plan.  The current Phase, 2B, is located on Victorian Ave between Victorian Plaza Cir (11th St) and 10th St.    



Analysis:

The project was advertised on November 12, 2019 and one addenda was issued during the bid.  Seven (7) bids were received at City Hall on December 3, 2019 as a result of the formal bid process.  Staff has reviewed the bids, found no irregularities, and recommends award to the low bid submitted by Anchor Concrete, in the amount of $315,625, which includes a force account of $25,000.  The construction contract for the project has been attached for reference.  A detailed bid recap is attached to the staff report and a bid summary of the qualified bidders is shown below for your review:

Recommended Motion:

I move to approve the construction contract (AC-5638) for the Victorian Square Infrastructure-Phase 2B Project with Anchor Concrete in the amount of $315,625.
