Agenda Item Brief:

The Maintenance Garage East parking lot has deteriorated to the point that routine preventative maintenance is not the most economical means of repair.  This project will reconstruct the existing parking lot.  Staff recommends approval of the attached construction contract with Spanish Springs Construction, Inc. in the amount of $142,444.



Background:

The City purchased the Sparks Maintenance Yard parcel in 1966.  The parcel has been used for administration, storage and maintenance of the City’s public works equipment and staff.  The constant wear and tear of heavy equipment has deteriorated this portion of the parking lot, on the east side of the City’s Maintenance Garage, to a point that routine preventative maintenance is no longer a viable option.  The continual increase in maintenance costs is justification for replacement.



Analysis:

The project was advertised on November 27, 2019 and no addendums were issued during the formal bid process.  Six (6) bids were received at City Hall on December 13, 2019 as a result of the formal bid process.  A full recap is attached for review.  Staff recommends award to the low responsive bid submitted by Spanish Springs Construction, Inc., in the amount of $142,444, which includes a force account of $5,000.  The construction contract for the project has been attached for reference.  A bid summary of the responsive bidders is shown below for your review:

Alternatives:
  1. Council could approve the construction contract as outlined by Staff.
  2. Council could reject the construction contract and provide direction to the City Manager.


Recommended Motion:

I move to approve the construction contract (AC-5634) for the Maintenance Garage East Parking Lot Reconstruction – Phase 2 with Spanish Springs Construction, Inc. in the amount of $142,444.
