Agenda Item Brief:

This project is the first phase of HVAC upgrades to the Sparks Police Department building.  The upgrades in this phase include the replacement of high maintenance fan coil units with new variable air units that provide the facility with improved control and efficiency.  A new Liebert HVAC Unit will also be installed in the Computer Server Room to ensure the protection of Police Department electronic data.  Staff recommends approval of the attached construction contract with Mesa Energy Systems dba Emcor Services Nevada in the amount of $494,947.



Background:

The Police Department at 1701 East Prater Way was originally constructed in 1991.  This facility provides space for all police department staff and operates 24 hours a day, 7 days a week.  The existing HVAC system is 28 years old and nearing the end of its useful life and in need of replacement.  Phase 1 includes the replacement of high maintenance fan coil units with new variable air units that provide improved control and efficiency, along with a new Liebert HVAC System installed to protect electronic data stored in the computer server room of the Police Department.  The new variable air units control the air supplied to each office within the facility with multiple units located on each floor.  Phase 2 is included in the five-year Capital Improvement Plan and includes the replacement of the boiler and chiller to complete the HVAC System replacement.  The system is showing its age with an increase in maintenance costs and decrease in efficiency over recent years. 



Analysis:

The project was advertised on November 20, 2019 and one addendum was issued during the formal bid process.  Five (5) bids were received at City Hall on December 17, 2019 as a result of the formal bid process.  A full recap is attached for your review.  Staff recommends award to the low responsive bid submitted by Mesa Energy Systems dba Emcor Services Nevada, in the amount of $494,947, which includes a force account of $25,000.  The construction contract for the project has been attached for reference.  A bid summary of the responsive bidders is shown below for your review:

I move to approve construction contract (AC-5640) for the Police Department HVAC Upgrade Phase 1 Project with Mesa Energy Systems dba Emcor Services Nevada in the amount of $494,947.
