Title: Consideration, discussion, and possible approval of a Regional Road Impact Fee Offset Agreement (AC-5643) with Lennar Reno, LLC for the offset eligible improvements related to the construction of Wingfield Hills Road through Pioneer Meadows Planned Development.

Recommendation: Staff is recommending approval of the Regional Road Impact Fee (RRIF) Offset Agreement with Lennar Reno, LLC to issue RRIF waivers for the eligible improvements related to the construction of Wingfield Hills Road through Pioneer Meadows Planned Development.

Agenda Item Brief:

Staff recommends the City Council approve a Regional Road Impact Fee (RRIF) Offset Agreement with Lennar Reno, LLC.  Approval of the offset agreement will allow the Regional Transportation Commission (RTC) to issue RRIF waivers in the estimated amount of $1,540,120 for the eligible roadway improvements constructed with the Wingfield Hills Road improvements, a new 4 lane arterial roadway.  Refer to the attached vicinity map.  The waivers can be used to offset cash payment of future RTC RRIF’s associated within future building permit applications with the Pioneer Meadows Planned Development.    



Background:

Under the Regional Road Impact Fee (RRIF) Program, developers who construct or dedicate offered improvements contained in the current RRIF Capital Improvements Program can be reimbursed for these contributions in RRIF Waivers.  To do this, the developer must enter into a RRIF Offset Agreement which will need to be approved by both the local agency and the RTC. 



Analysis:

The RRIF Offset Agreement specifically identifies the proposed improvements, the estimated RRIF waivers that will be earned, requirements for quality control/quality assurance and the duties and responsibilities of each party.  By approving the attached RRIF Offset Agreement it will allow the RTC to issue an estimated $1,540,120 in RRIF waivers to Lennar Reno, LLC for the construction of a new 4-lane facility through Pioneer Meadows Planned Development.  The waivers can be used to offset cash payment of future RTC RRIF’s.



Alternatives:
  1. Council could approve the RRIF Offset Agreement with Lennar Reno, LLC as outlined by Staff.
  2. Council could reject the proposed Offset Agreement and provide direction to the City Manager.


Recommended Motion:

I move to approve the Regional Road Impact Fee Offset Agreement (AC-5643) with Lennar Reno, LLC for the offset eligible improvements related to the construction of Wingfield Hills Road through Pioneer Meadows Planned Development.
