Title: Consideration and possible approval of an Interlocal Agreement with the City of Reno for 2012 Sewer Interceptor Condition Assessment Project, in the amount of $66,240.

Recommendation: It is recommended that Council approve the Interlocal Agreement with the City of Reno for 2012 Sewer Interceptor Condition Assessment Project, in the amount of $66,240.
Financial Impact: The total project cost is $207,000 with Sparks’ share being $66,240 or 32% of the total. The cost sharing percentage is based on the 1980 Joint Agreement between Reno and Sparks regarding the operation of TMWRF. The 2012 Sewer Interceptor Condition Assessment Project is available in FY 11/12 in CIP #12-6614, and will be encumbered in Account 604110 Program 12-6614.

Agenda Item Brief: The Greg Street sanitary sewer interceptor serves the Cities of Reno and Sparks, providing one of two points of connection to the TMWRF Facility. Per the Truckee Meadows Water Reclamation Facility Agreement, Reno and Sparks share in maintenance and operation costs for the facilities covered by the agreement. Reno is pursuing condition assessment of the Greg Street sewer interceptor, which falls under this agreement. Staff recommends approval of an Interlocal Agreement outlining the scope and costs for this work.


Background: Under the Truckee Meadows Water Reclamation Facility Agreement, the City of Reno is responsible for operation and maintenance of the Greg Street Interceptor. The City of Sparks is obligated to pay a fair share of associated costs as outlined in the Agreement at 32%. This cost share is outlined in Section 11, Cost to Maintain North Truckee Interceptor, of said agreement (attached). City of Reno is planning an assessment project for a number of their pipelines in early 2012, including the Greg Street Interceptor. The City of Sparks, per the TMWRF Agreement, is obligated to share in costs of the Greg Street Interceptor. The cost of said work for the Greg Street Interceptor is anticipated to be $107,100. One section of pipeline included in this assessment is the Siphon Structure beneath the Truckee River, which may require an extensive cleaning effort to be able to perform the Assessment. As such, an additional $100,000 is being budgeted in the event cleaning is needed. Sparks share of these costs is estimated at $66,240 based on the Agreement. The City of Reno has selected Holmes International (with Hoffman Southwest Corporation, dba Pro-Pipe) to perform the assessment work.

Analysis: Routine inspection of utility facilities is vital to ensure that the condition of the sewer infrastructure is adequate to ensure safe and effective operation. The City of Sparks is nearing completion of similar work on a number of our large diameter pipelines. Completion of this work by Reno will allow for effective operation and future planning of pipeline rehabilitation as may be needed, including vital infrastructure beneath the Truckee River.

Alternatives: 1. City Council could approve the Interlocal Agreement as outlined by Staff. 2. City Council could reject the Interlocal Agreement and provide direction to the City Manager.

Recommended Motion: “I move to approve the Interlocal Agreement with the City of Reno for 2012 Sewer Interceptor Condition Assessment Project, in the amount of $66,240.”
