Agenda Item Brief:

This effort will provide an initial rating of all sewer mains within the City which will assist staff in prioritizing assessment, maintenance and rehabilitation efforts.  Refer to the attached scope of services.



Background:

City of Sparks Community Services Utility Engineering and Public Works Maintenance staff currently use robotic cameras to inspect and assess the condition of sewer mains (generally, pipes 8” to 12” in diameter).  This process is very thorough and provides a lot of detail on the condition and expected remaining life of the pipes, however it is time consuming.  City staff has evaluated and purchased a “rapid assessment” tool which performs a quick assessment of a pipe’s level of capacity using acoustic signals and assigns a score from 1 to 10.  Pipes with a lower score are indicative of blockages due to roots, line breakage, grease, or debris while a higher score is indicative of clean pipes in good condition.

Purchase of a Sewer Line Rapid Assessment Tool was included in the FY2017 Capital Improvements Plan budget.  Poggemeyer Design Group was contracted in FY2017 to perform an initial two-week test phase using the equipment purchased by the city to confirm that the data acquired was useful and would generally correlate to detailed assessments provided by robotic camera inspection.  The results of this initial effort were successful.  A scope of services has been negotiated with Poggemeyer Design Group to provide an initial rapid assessment of the City of Sparks sanitary sewer mains (8” to 12” in diameter).  This work is anticipated to take approximately six months to complete.  All data will be uploaded into the City database at the time of collection, allowing for instant use by staff.  The scope of services is attached for Council’s review.



Analysis:

The contract provided by Poggemeyer Design Group provides the services needed to provide an initial rapid assessment of sanitary sewer main capacity throughout the City of Sparks.  The assessment services fee is $208,477.



Alternatives:

1.            City Council could approve the contract as outlined by Staff.

2.            City Council could reject the contract and provide direction to the City Manager.



Recommended Motion:

I move to approve the contract with the Poggemeyer Design Group in the amount of $208,477.
