Title: Consideration and possible approval of a contract for design services for El Rancho Sewer Improvements with Axion Engineering (AC-5396), in the amount of $115,890.

Recommendation: Staff recommends Council approve the contract.
Financial Impact: The contract amount is $115,890. Budget appropriations of $1,477,810 was approved in the FY18 CIP in program 18-6594 El Rancho Sanitary Sewer Reliever Project.

Business Impact (Per NRS 237):
     A Business Impact Statement is not required because this is not a rule.
Agenda Item Brief:

The design services will include topographic survey of the project area, groundwater and soils investigation, and improvement plans. Refer to the attached scope of services.  This project was identified as a priority in the 2016 Sewer Model Update.



Background:

The 2016 Sewer Model Update identified numerous sewer system capacity deficiencies.  Priority #1 identified in the Update as the El Rancho Drive Sewer Reliever.  This project was included in the approved FY2018 Capital Improvement Plan.  Project limits are generally located within El Rancho Drive between Capurro Way and G Street.  Refer to the attached project location exhibit.

Axion Engineering was selected by staff to perform the project design due to their experience with similar past work in the City of Sparks.  The scope of services is attached for Council’s review.



Analysis:

The contract provided by Axion Engineering provides the services needed to evaluate existing site conditions and prepare improvement plans and associated documents for bidding purposes.  The Design Services fee is $115,890.



Alternatives:

1.            City Council could approve the contract as outlined by Staff.

2.            City Council could reject the contract and provide direction to the City Manager.



Recommended Motion:

I move to approve the contract with  Axion Engineering in the amount of $115,890 as presented by staff.
