Sanitary Sewer flow monitoring is needed to proportion the operational costs of TMWRF between the Cities of Reno and Sparks.
Background:
The sanitary sewer collection system that flows to TMWRF is metered in key locations to measure the contributions from Reno and Sparks in order to proportion the operational costs of the plant. Flow monitoring services had historically been managed by the City of Reno through the capital improvement program, however, staff with the support of the Directors, chose to move that cost to the operational budget in 2017. The City of Sparks held an open competitive bid for flow monitoring services to support TMWRF operations in February, 2017. However, due to ambiguities in the bid specification, upon advice of legal counsel staff asked the City Council to reject all bids received for flow monitoring services. Sparks’ City Council formally rejected all bids for this contract at the March 27, 2017 meeting.
Staff subsequently conferred with professional engineering consultants experienced in wastewater flow monitoring and determined that a qualification based selection through an RFP process would better serve the city’s needs. An RFP was published by the City of Sparks and two proposals were received on June 22, 2017.
Analysis:
The two proposals were reviewed and scored independently by three professional engineers using the scoring criteria published in the RFP. The reviewers unanimously selected ADS Environmental Services as the more qualified company. Staff is recommending Council award a contract for flow monitoring services for an initial period of 12 months, with multiple 12-month extensions available upon mutual agreement. The annual cost for the flow monitoring service is $52,200.00. Budget was included in the FY 18 TMWRF Operational Budget specifically for this service.
Alternatives:
- The City Council could approve the contract as presented by staff.
- The City Council could reject the contract and provide direction to the City Manager.
Recommended Motion:
I move to approve the contract with ADS Environmental Services for flow monitoring services for the Truckee Meadows Water Reclamation Facility in the amount of $52,200.
