Title: Consideration and possible approval of a contract for design services for East Prater Way Storm Drain Improvements with Atkins North America, Inc. (AC-5398) in the amount of $229,000.

Financial Impact: The contract amount is $229,000. Budget appropriations of $200,000 was approved in the FY18 CIP in program 18-6602 East Prater Way Storm Drain Project – Design. Remaining amount of $29,000 is available in 18-6691 Annual Storm Drain System Dam, Ditch, Flood & Drainage Structures.

Agenda Item Brief:

Consideration and possible approval of a contract for design services for the East Prater Way Storm Drain with Atkins in the amount of $229,000.  The design services will include evaluation of alternatives, hydraulic analysis and reporting, topographic survey of the project area, groundwater and subsurface soils investigation, and improvement plans.  Refer to the attached scope of services.   This project was identified in the 2011 City of Sparks Stormwater Basin Master Plan.  Staff recommends approval.



Background:

The 2011 City of Sparks Stormwater Basin Master Plan identified numerous storm drainage system capacity deficiencies.  The area of East Prater Way, specifically at the Vista Boulevard intersection, was identified as needing improvements to alleviate drainage impacts during rain events such as those seen in the summer of 2015.   Evaluation and design of this project was included in the approved FY2018 Capital Improvement Plan.  Project limits are generally located within Prater Way between Vista Boulevard and Sparks Boulevard.  Refer to the attached project location exhibit.

Atkins was selected by staff to perform the project design due to their experience with similar past work in the City of Sparks and technical expertise related to hydraulic analysis.  The scope of services is attached for Council’s review.



Analysis:

The contract provided by Atkins provides the services needed to evaluate the options identified in the 2011 City of Sparks Stormwater Basin Master Plan for this area and prepare improvement plans and associated documents of the final design for bidding purposes.  The Design Services fee is $229,000.



Alternatives:

1.            City Council could approve the contract as outlined by Staff.

2.            City Council could reject the contract and provide direction to the City Manager.



Recommended Motion:

I move to approve the contract for design services for East Prater Way Storm Drain Improvements with Atkins North America, Inc. in the amount of $229,000.
