Agenda Item Brief:

The permanent patch program requires a contractor to permanently patch city owned streets and alleys that have been cut by permit holders.  The program is funded solely through permit fees.



Background:

The permanent patch contract is intended to be a yearly contract that involves the permanent patching of city owned streets and alleys that have been cut by permit holders. The work under this contract permanently patches street cuts by a city chosen contractor, selected by the competitive bidding process, with direction and inspection provided by Community Services staff. The Permenent Patch Program is self funded and all costs associated with the program are paid for by permit fees.



Analysis:

The City of Sparks received four (4) qualified bids for this project, which were received March 31, 2016 at 1:45 p.m. and opened on March 31, 2016 at 2:00 p.m.

 

A bid summary of the qualified bidders is shown below:

  • Vega Asphalt Paving                   $302,850
  • Q&D Construction                       $391,750
  • Spanish Springs Construction      $764,500


Alternatives:
  1. City Council could award the contract as outlined by Staff.

 

  1. City Council could reject all bids associated with the solicitation documents and provide direction to the City Manager.


Recommended Motion:

“I move to award the 2016 Permanent Patch contract AC-5234, Bid No. 15/16-010, PWP No. WA-2016-116, to Sierra Nevada Construction, Inc. in the amount of $298,007.”
