Title: Consideration and possible award of the 2016 Street Rehabilitation – Unit 3 contract AC-5233, Bid No. 15/16-009, PWP-WA-2016-113 to Sierra Nevada Construction, in the amount of $1,657,007.

Recommendation: Staff recommends that Council award the 2016 Street Rehabilitation– Unit 3 contract, Bid No. 15/16-009, PWP-WA-2016-113 to Sierra Nevada Construction, in the amount of $1,657,007.
Financial Impact: This project will combine budget of $1,657,007 from three different funds in four different CIP projects. $1,184,222.93 will come from Fund 1401 Road Fund - CIP #16-0500 Pavement Mgmt Program Street Improvements (currently available $1,434,439) and $213,607.25 will come from - CIP #16-0501 Sidewalk Rehabilitation (currently available $219,505). $40,821.31 will come from Fund 1631 Sewer Fund - CIP #16-6593 Annual Sewer System Street Improvement (currently available $54,411). $218,355.51 will come from Fund 1641 Drains Fund - CIP #16-6690 Annual Storm Drain Street Improvement (currently available $254,461).

Agenda Item Brief:

Consideration and possible award of the 2016 Street Rehabilitation – Unit 3 contract, Bid No. 15/16-009, PWP-WA-2016-113 to Sierra Nevada Construction, in the amount of $1,657,007. Staff recommends that council award the contract.



Background:

This 2016 Street Rehabilitation - Unit 3 project is part of the City’s Transportation System - Pavement Management Program. The project was prioritized through the City’s Pavement Management System and outlined in the 5 year Program of Projects.



Analysis:

The project scope identifies the need to remove and replace as needed rundown curb gutter, driveway approaches, sidewalk ramps and reconstruct the roadway with new asphalt on the streets highlighted on the attached FY16 Unit 3 Roadway Rehabilitation Map.

The City of Sparks received four (4) qualified bids for this project, which were received March 30, 2016 at 1:45 p.m. and opened on March 30, 2016 at 2:00 p.m.

A bid summary of the qualified bidders is shown below:

  • Engineers Estimate                         $1,850,000
  • Sierra Nevada Construction              $1,657,007
  • Spanish Springs Construction           $1,721,444
  • Aspen Developers                           $1,777,777          
  • Q&D Construction                           $1,878,655


Alternatives:
  1. City Council could award the project as outlined by Staff.
  2. City Council could reject the proposed project and provide direction to the City Manager.


Recommended Motion:

"I move to award the 2016 Street Rehabilitation– Unit 3 Rehabilitation Project contract AC-5233, to Sierra Nevada Construction, in the amount of $1,657,007."
