Agenda Item Brief: This is in conjunction with the agenda item titled: Consideration and possible approval to add two newly created classifications of Assistant City Clerk and Records Technician and eliminate the positions of Records Specialist and Office Specialist in the Managerial Services Department, City Clerk’s Office; and make the appropriate reclassifications and personnel complement changes. Consideration and possible approval of a Memorandum of Understanding (MOU) between the City of Sparks and Operating Engineers Local Union No. 3 to add the position of Records Technician and eliminate the position of Records Specialist in the Operating Engineers Local Union No. 3 Non-Supervisory Contract, Appendix A.


Background: This is a request to add the position of Records Technician and eliminate the position of Records Specialist in the Operating Engineers Local Union No. 3 Non-Supervisory Contract. By adding the position of Records Technician and eliminating the position of Records Specialist there is no alteration in the language of the current Contract, but will require changes to “Appendix A – Job Titles and Wage Ranges”: Position to be added: Title: Records Technician Pay Steps: 156.5 – 181.5 Pay Range: $40,008 - $50,995 Position to be eliminated: Title: Records Specialist Pay Steps: 146.5 – 171.5 Pay Range: $36,323 - $46,270 Attached is the updated Appendix A – Job Titles and Wage Ranges.

Alternatives: 1. The City Council approves the Memorandum of Understanding (MOU) between the City of Sparks and Operating Engineers Local Union No. 3 to add the position of Records Technician and eliminate the position of Records Specialist in the Operating Engineers Local Union No. 3 Non-Supervisory Contract as presented by staff. 2. The City Council may choose to not approve the Memorandum of Understanding (MOU) between the City of Sparks and Operating Engineers Local Union No. 3 to add the position of Records Technician and eliminate the position of Records Specialist in the Operating Engineers Local Union No. 3 Non-Supervisory Contract as presented by staff. 3. The City Council may choose to not approve Memorandum of Understanding (MOU) between the City of Sparks and Operating Engineers Local Union No. 3 to add the position of Records Technician and eliminate the position of Records Specialist in the Operating Engineers Local Union No. 3 Non-Supervisory Contract as presented by staff, but and may provide other direction to the City Manager.

Recommended Motion: The City Council approves the Memorandum of Understanding (MOU) between the City of Sparks and Operating Engineers Local Union No. 3 to add the position of Records Technician and eliminate the position of Records Specialist in the Operating Engineers Local Union No. 3 Non-Supervisory Contract as presented by staff.
