TMWRF staff is asking the City Council to approve an amendment to the reimbursement agreement to the City of Reno with Stantec Consulting Services, Inc. in the amount of up to $16,687.90 for the Septage Receiving Project at TMWRF.
Background:
The septage receiving facility at TMWRF was at the end of its service life and a project to replace it was begun in 2013. Council awarded contracts for construction of the new facility and the construction management of the project in May, 2014. During excavation for the connection piping and utilities from the new septage receiving to the existing treatment works, the contractor encountered solid rock. This required specialized equipment to break up the rock before it could be removed. This effort extended the work days required and significantly increased the amount of direction needed from the construction manager. As a result, the construction manager will need to exceed the contracted amount of time on the project to ensure proper completion. The current proposed contract augmentation will cover the necessary inspection and testing serves though the end of the project, anticipated to be mid-February, 2015.
Analysis:
The City of Reno will continue to administer the contract and will be reimbursed for a portion of the costs by the City of Sparks through the Sparks – Reno cost sharing agreement for TMWRF. The City of Reno and the City of Sparks share the cost for this project based upon their ownership of TMWRF, which is 68.63% for Reno and 31.37% for Sparks. Based on the ownership percentages, Sparks’ share is up to $16,687.90, the cost split between Reno and Sparks is shown in Table 1, attached.
Alternatives:
Council could direct the manager to have staff provide other alternatives.
Recommended Motion:
I move to approve the amendment to the reimbursement agreement with the City of Reno for the Sparks’ share of a contract for construction management services with Stantec Consulting Services, Inc. an amount not to exceed $16,687.90.
