Title: Consideration and possible approval of a Memorandum of Understanding (MOU)(AC-5112) between the City of Sparks and Operating Engineers Local Union No. 3 Non-Supervisory Contract to add one job family in the Equipment Mechanic series and a Business License Specialist as a result of the corresponding complement agenda item.

This is in conjunction with the agenda item titled: Consideration and possible approval of personnel complement for Administrative Services, Community Services, and the Municipal Court and Appendix A changes in Management, Professional, Technical Resolution and the Confidential Resolution.

Background:

This is in conjunction with the agenda item titled: Consideration and possible approval of personnel complement for Administrative Services, Community Services, and the Municipal Court and Appendix A changes in Management, Professional, Technical Resolution and the Confidential Resolution.

Consideration and possible approval of a Memorandum of Understanding (MOU) between the City of Sparks and Operating Engineers Local Union No. 3 to add two classifications and eliminate two non-used classifications.



Analysis:

This is a request to add two classifications, Equipment Mechanic III to the job family of Equipment Mechanic in the Operating Engineers Local Union No. 3 Non-Supervisory Contract.  By adding a classification there is no alteration in the language of the current Contract, but will require changes to “Appendix A – Job Titles and Wage Ranges”:

Job Title to be Added:

Title:                      Equipment Mechanic III          

Pay Range:          OE-170

Pay Steps:           OE-097 – OE-147         

Pay Range:          $51,314-65,478

 

Title:                      Business License Specialist     

Pay Range:          OE-130

Pay Steps:           OE-077 – OE-127         

Pay Range:          $44,366-$56,555

Job Titles to be Eliminated:

Business License Officer I

Business License Officer II

Business License Officer, Senior

Attached is the updated Appendix A – Job Titles and Wage Ranges.



Alternatives:

1.      The City Council approves the Memorandum of Understanding (MOU) between the City of Sparks and Operating Engineers Local Union No. 3 as presented by staff.

2.      The City Council may choose to not approve the Memorandum of Understanding (MOU) between the City of Sparks and Operating Engineers Local Union No. 3 as presented by staff.

3.      The City Council may choose to not approve Memorandum of Understanding (MOU) between the City of Sparks and Operating Engineers Local Union No. 3 as presented by staff, but and may provide other direction to the City Manager.



Recommended Motion:

I move to approve the Memorandum of Understanding (MOU) (AC-5112) between the City of Sparks and Operating Engineers Local Union No. 3 as presented by staff.
