Agenda Item Brief:

Consideration and possible award of a contract to provide Engineering Services for the Sparks Marina Pump Station Upgrade project with Wood Rodgers in the amount of $53,500.  This contract will provide design services to provide plans, specification, and cost estimates for modifications to the Sparks Marina discharge pump station.  Staff recommends approval.



Background:

Community Services engineering and Public Works maintenance staff operate the Sparks Marina Pump Station on a continuous basis to maintain the Marina water level.  Currently two pumping systems are used to maintain water level.  The primary pump system is located near the bathrooms and fishing dock along the south-west corner of the marina lake, and is operated continuously to maintain water level.  For emergency draw-down situations prior to a large storm event, two barge-mounted pumps located at the south-west corner of the marina lake provide a higher volume of discharge.

Over the past several years, all of the pumps have required extensive maintenance.  The barge-mounted pumps will need an extensive amount of rehabilitation work to repair leaking discharge piping.  As these systems are reaching the end of their life, replacement and upgrading of the existing pump station system was budgeted.  Additionally, staff has investigated options to eliminate the barge mounted pumps while still maintaining the ability to pump large volumes of water if necessary.

An Engineering Feasibility study was performed by Wood Rodgers in early 2014 which indicated the two Marina pumping systems could be consolidated into a single, multi-stage pump station.  With this, the existing barge mounted pumps could be removed from the lake.

A scope of engineering design services has been negotiated with Wood Rodgers to provide the necessary design plans, technical specifications, and permitting support for the proposed Sparks Marina Pump Station Upgrade project.



Analysis:

The services requested are commonly provided by Wood Rodgers.  Wood Rodgers is on the current Sparks on-call civil engineering list.  Upgrading the Sparks Marina Pump Station system will provide lake level control while allowing for large volume discharges for emergency purposes.  Additionally, the existing barge mounted pumps will be able to be removed from the lake.

 



Alternatives:

1.            City Council could accept the Engineering Services contract as outlined by Staff.

2.            City Council could reject the Engineering Services contract and provide direction to the City Manager.



Recommended Motion:

I move to award the contract (AC-5111) to provide Engineering Services for the Sparks Marina Pump Station Upgrade project with Wood Rodgers in the amount of $53,500.
