Title: Consideration and possible approval of a contract (AC-5110) in the amount of $82,496.00 with Quality Control Systems, Inc. dba QCS for improvements to the Grit building piping system located at the Truckee Meadows Water Reclamation Facility (TMWRF).

Recommendation: Staff recommends City Council approve the contract between the City of Sparks and QCS in the amount of $82,496.00 for improvements to the Grit building piping system.
Financial Impact: There is no impact to the General Fund. There remains $373,704.83 in appropriations for this capital replacement. Expenses will be charged to TMWRF, Fund 5605, Account 604070, Capital Equipment and Furnishings using Program 131505, TMWRF Operations. Following quarterly reconciliation of TMWRF’s operating expenses between the Cities of Sparks and Reno, affecting the Sanitary Sewer Capital Project Fund (1631), Sparks expects a reimbursement from the City of Reno based on the current ownership of TMWRF as outlined in Attachment 1 and supported in the inter-local agreement for the operations of the facility.

Agenda Item Brief:

City staff is asking the City Council to approve a contract with QCS in the amount of $82,496.00 for improvements to the Grit building piping system located at the Truckee Meadows Water Reclamation Facility.



Background:

In recent years, an increasing number of repairs to piping systems have been required at the Truckee Meadows Water Reclamation Facility (TMWRF) to deal with the effects of aging and environmental conditions. Many of the piping systems at the treatment plant are at or near the end of their service life and require replacement. In addition, several of these systems have been repurposed and do not utilize the proper piping for the application. The current piping utilized for the Grit building has compromised pipe and uses steel pipe instead of the proper glass lined pipe.



Analysis:

The piping systems at TMWRF are an integral component of treating the wastewater from the communities of the Truckee Meadows. The wastewater processes in the plant utilize a labyrinth of piping as it makes its way through the facility. Although the plant has redundancy for many of the processes the loss of a major piping system could potentially place the plant in the position of not meeting the Nevada Department Environmental Protection discharge permit. In order to maintain continued sustainability at TMWRF the maintenance of the infrastructure is paramount.

Informal price quotes for the replacement of the grit piping were solicited from three local contractors.  The results of the solicitation are shown in Table 1.  QCS provided the lowest quotation of $82,496.  Based upon the current operational cost sharing ratio, the cost will be split between Reno and Sparks as shown in Table 2, attached.



Alternatives:
  1. Council can approve the agreement as presented by staff.
  2.  Council can direct the manager to provide other alternatives.


Recommended Motion:

I move to award the contract to QCS (AC-5110) in the amount of $82,496.00 for Grit building piping improvements located at the Truckee Meadows Water Reclamation Facility.
