Title: Consideration and possible approval of Resolution No. 3266 pursuant to NRS 268.061(1)(e)(1) declaring that it is in the best interest of the City to convey a portion of a remnant piece of certain City owned real property located at 0 Clean Water Way, also known as APN 021-030-03, to Regional Transportation Commission of Washoe County for roadway purposes on the SouthEast Connector project.

Recommendation: Staff recommends that the City Council approve the resolution by declaring that it is in the best interest of the City to convey a portion of a remnant piece of certain City owned real property located at 0 Clean Water Way, also known as APN 021-030-03, to Regional Transportation Commission of Washoe County for roadway purposes on the SouthEast Connector project.

Agenda Item Brief:

Staff recommends approval of attached resolution which allows the City to convey a portion of remnant property to Regional Transportation Commission of Washoe County for roadway purposes on the SouthEast Connector.



Background:

The City of Sparks and the City of Reno jointly own a small strip of land from Clean Water Way to Pembroke Drive that has been used as a secondary access and maintenance road for the Truckee Meadows Reclamation Facility and a sewer line running to the plant.  RTC desires to purchase a portion of the land to complete a segment of the SouthEast Connector from Cleanwater Way to Pembroke Drive. The completed roadway improvements are located solely in Washoe County jurisdiction and as such will be turned over to Washoe County once completed.



Analysis:

The 66,478 +/- square feet of City property identified is a remnant parcel that is too small to establish an economically viable use by anyone other the RTC.  The estimated value of the property is $0.23 per square foot or $15,290 based on RTC’s appraisals used to purchase the adjacent University of Nevada property. The City’s will reserve an easement for the portion of the sewer line and will still own the remaining portion of the property.  Refer to the Property Location map attached.

The City can convey to RTC the portions of City Property pursuant to NRS 268.061(1)(e)(1)(I) and (II).  Property sold under this method can be sold without first offering the real property to the public and for less than fair market value.  The proceeds from the sale of the remnant will go to the operation of the Truckee Meadows Reclamation Facility.



Alternatives:
  1. City Council could adopt the resolution as outlined by Staff.
  2. City Council could reject the resolution, and provide direction to the City Manager.


Recommended Motion:

“I move to adopt Resolution No. 3266 as outlined by staff.”
