Recommendation: Staff recommends that Council approve the purchase of a Rocky Grove Outdoor Classroom #CB-1100 for Wedekind Regional Park Trailhead and Trail System, CIP 112500, in the amount of $34,719.00.
Financial Impact: : This project is continuing from a prior fiscal year’s Capital Improvement Plan (CIP). A budget augmentation of $232,820 will come from fund balance of the Recreation and Parks District 1 Fund (1406). Additional appropriations funded from a grant award of up to $68,500 with a City match of up to $17,925, approved by City Council on April 11, 2011, will help fund this project. Expenses for this component will be charged to 604050, Buildings- Capital, using Project 11-500S-101.

Agenda Item Brief: Consideration and possible approval of the purchase of a Rocky Grove Outdoor Classroom #CB-1100 for Wedekind Regional Park Trailhead and Trail System, CIP 112500, to Big T Recreation, in the amount of $34,719.00. City Staff and Stantec Engineering are proceeding with the design work for the Wedekind Regional Park. The park has been programmed to include outdoor class room seating. Staff has reviewed various options of materials to use for the outdoor classroom seating and has selected a product that will provide longevity and will be maintenance free. Staff is requesting approval.
Background: On September 28, 2010, staff did a presentation to the State of Nevada, Division of State Parks requesting a trails grant to further develop the Wedekind Regional Park. The City was awarded the grant and is currently proceeding with the design of the project with Stantec Engineering. The park is to include use of the existing trail network, two outlooks with shade structures, and a learning center off of the 4th street entrance, which will include a bridge, gazebo, and class room seating.
Analysis: Parks staff reviewed various available options of materials to install for the outdoor classroom seating that would provide longevity and a maintenance free application. Due to the limited resources for such equipment there is only one source to purchase these materials from, and as such this is a sole source quote from Big T Recreation.
Alternatives: 1. City Council could award the sole source informal quote as outlined by Staff. 2. City Council could reject the sole source informal quote and provide direction to the City Manager.
Recommended Motion: “I move to award the purchase of a Rocky Grove Outdoor Classroom #CB-1100 for Wedekind Regional Park Trailhead and Trail System, CIP 112500, to Big T Recreation, in the amount of $34,719.00
