Agenda Item Brief: The Local Emergency Planning Committee is offering the Sparks Police Department $4,344.00 in funding for the purpose of purchasing a ballistic shield for the use of the SWAT team.


Background: The Federal Government provides funds to the State of Nevada via the United We Stand Grant Program. The State in turn uses those funds to support the Nevada State Emergency Response Commission Grant Program. The Washoe County Local Emergency Planning Committee applied for and received funds from the State program. The Sparks Police Department has applied to the Local Emergency Planning Committee for a portion of those funds to purchase a ballistic shield for the SWAT team. That shield costs $4,344.00, and the Committee has agreed to fund the purchase.

Analysis: The Sparks Police Department SWAT Team has identified a need for a ballistic shield. This type of shield is used by officers to enter areas where there is a threat of gunfire to control the situation. It can also be used to provide protection to the innocent while evacuating them from hostile situations.

Alternatives: The City of Sparks can decline the grant award and seek other funds to purchase the ballistic shield.

Recommended Motion: Accept the Local Emergency Planning Committee Grant Program Contract and award of $4,344.00 to purchase a ballistic shield.
