Title: Consideration and possible approval of an application for a Gaming license for Sheltie OpCo, LLC, dba John Ascaua’s Nugget, Sparks Nugget, located at 1100 Nugget Ave., Sparks, NV, 89431, submitted by Mr. Carlton Geer.
Petitioner/Presenter: Mr. Carlton Linley Geer resides at 2209 Smokewood Court, Reno, NV 89509./Acting Chief of Police Tom Miller
Recommendation: It is recommended that Council approve Mr. Geer’s application for a Gaming license contingent upon the location being inspected and approved by every city, county, district, and state agency having jurisdiction over the matter and upon fingerprints being returned from the FBI/CJIS that do not reflect any disqualifying arrests/convictions, and upon issuance of a gaming license by Gaming Control Board.
Financial Impact: $120 X 985 = $ 118,200 annually; $300 X 15 = 4,500; $420 X 19 = 7,980; $600 X 1 = $600; and $900 X 2 = $1,800. For a total of $133,080 annually. There will be 985, multi-denominational, Slot/Poker machines, 15 Draw/Stud Poker Tables, 15 Twenty-one Tables, 2 Craps Tables, 2 Roulette Tables, 1 Bingo and 2 Keno.

Agenda Item Brief: Mr. Carlton Linley Geer has submitted for consideration and possible approval, a Gaming license for Sheltie OpCo, LLC dba John Ascuaga’s Nugget, Sparks Nugget.


Background: Mr. Carlton Geer is applying for a Gaming license for Sheltie OpCo, LLC, dba John Ascagua’s Nugget, Sparks Nugget, at 1100 Nugget Ave. Mr. Geer has managed properties with annual gaming revenues ranging from $45MM to $200MM with profiles as diverse as a Riverboat and a 1,075-room hotel casino. Carlton Geer was President/CEO of the Showboat Mardi Gras Casino in East Chicago, IN from January 1998 through August 1998 at which time Showboat Corporation was acquired by Harrah’s Entertainment. He was formerly President/CEO of the Showboat Hotel Casino in Las Vegas, NV from August 1996 through January 1998. Mr. Geer was the General Manager of the Peppermill Hotel Casino in Reno, NV from January 1993 through April 1996. He was responsible for the financial turn-around of two failing casino properties (Showboat) and maintains multi-jurisdictional experience including Reno, Las Vegas, and East Chicago, Indiana. Mr. Geer has a diverse knowledge of casino operations, from land-based hotel casinos to riverboats in major competitive markets. From 2001 to 2009, Mr. Greer was the Executive Vice President for CB Richard Ellis, where he was awarded their Innovation Award in 2005. After retiring from CB Richard Ellis, Mr. Geer became a founding member of Global Gaming& Hospitality LLC, where currently a co-owner.

Analysis: Mr. Geer has complied with all existing ordinances and requirements.

Alternatives: Council may approve or disapprove this application.

Recommended Motion: I move to approve Mr. Geer’s application for a Gaming license for Sheltie OpCo,LLC, dba John Ascuaga’s Nugget, Sparks Nugget, located at 1100 Nugget Ave, Sparks, NV contingent upon the location being inspected and approved by every city, county, district, and state agency having jurisdiction over the matter and upon fingerprints being returned from the FBI that do not reflect any disqualifying arrests/convictions.
