Recommendation: : It is recommended that Council approve Mr. Asher’s application for a Gaming license contingent upon the location being inspected and approved by every city, county, district, and state agency having jurisdiction over the matter and upon fingerprints being returned from the FBI/CJIS that do not reflect any disqualifying arrests/convictions, and upon issuance of a gaming license by Gaming Control Board.

Background: Mr. Joseph Max Asher is applying for a Gaming license for Leroy’s Horse and Sports Place dba William Hill U.S. dbat Bourbon Square Casino and Hotel, LLC located at 1040 Victorian Avenue. Mr. Asher was the CEO for Brandywine Bookmaking, LLC located in Las Vegas, Nevada from 2007 to 2012. In 2009, he applied for a gaming license for Brandywine Bookmaking, LLC, dba Lucky’s dbat the Nugget located at 1100 Nugget Avenue. He was also the manager/director for Cantor Gaming/Cantor Fitzgerald in NY, NY, and Las Vegas, Nevada from 2003-2007. Mr. Joseph Max Asher is currently the CEO of William Hill, U.S.
Analysis: Mr. Woodson has complied with all existing ordinances and requirements.
