Recommendation: Staff recommends that Council award the 2013 Street Rehabilitation– Unit 3, Bid No. 12/13-015, PWP-WA-2013-112 to A&K Earthmovers, in the amount of $698,690.22.
Financial Impact: This project will combine budget of $698,690.22 from three different funds in four different CIP projects . $618,070 will come from Fund 1401 Road Fund - $574,220 from CIP #130502 Pavement Mgmt Program Street Rehab (remaining budget $185,138) and $43,850 from CIP #130503 Pavement Mgmt Program Sidewalk Rehab (remaining budget $13,247). $20,565 will come from Fund 1631 Sewer Fund - CIP #136602 Annual Road Ahead Project Coordination (remaining budget $52,260). $60,055 will come from Fund 1641 Drains Fund - CIP #136801 Annual Road Ahead Project Coordination (remaining budget $75,068).

Agenda Item Brief: Consideration and possible award of the the2013 Street Rehabilitation– Unit 3, Bid No. 12/13-016, PWP-WA-2013-112 to A&K Earthmovers, in the amount of $698,690.22. Staff recommends that council award the contract.
Background: This project will remove and replace rundown curb and gutter, sidewalk, and reconstruct the roadway with new asphalt on Pullman Drive from E. Prater Way to Robbie Way and Union Street from Pullman Drive to Union Court.
Analysis:
This 2013 Street Rehabilitation Unit 3 project is part of the City’s Transportation System - Pavement Management Program. The project was prioritized through the City’s Pavement Management System and outlined in the 5 year Program of Projects. The project scope identifies the need to remove and replace as needed rundown curb gutter, sidewalk, driveway approaches, and reconstruct the roadway with new asphalt on Pullman Drive from E. Prater. Way to Robbie Way and Union Street from Pullman Drive to Union Court. The City of Sparks received five (5) qualified bids for this project, which were received March 21, 2013 at 1:45 p.m. and opened on March 21, 2013 at 2:00 p.m. A bid summary of the qualified bidders is shown below:

- Spanish Springs Construction $735,444
- Q&D Construction $792,420
Alternatives: 1. City Council could award the project as outlined by Staff. 2. City Council could reject the proposed project and provide direction to the City Manager.
Recommended Motion: I move to award the 2013 Street Rehabilitation Unit 3 project to A&K Earthmovers, in the amount of $698,690.22.
