Title: Consideration and possible award of the 2013 Street Rehabilitation – Unit 2, Bid No. 12/13-015, PWP-WA-2013-099 to Sierra Nevada Construction, in the amount of $557,007.

Recommendation: Staff recommends that Council award the the 2013 Street Rehabilitation– Unit 2, Bid No. 12/13-015, PWP-WA-2013-099 to Sierra Nevada Construction, in the amount of $557,007.
Financial Impact: This project will combine budget of $557,007 from three different funds in four different CIP projects . $482,632 will come from Fund 1401 Road Fund - $404,332 from CIP #130502 Pavement Mgmt Program Street Rehab (remaining budget $759,358) and $78,300 from CIP #130503 Pavement Mgmt Program Sidewalk Rehab (remaining budget $57,097). $20,275 will come from Fund 1631 Sewer Fund - CIP #136602 Annual Road Ahead Project Coordination (remaining budget $72,825). $54,100 will come from Fund 1641 Drains Fund - CIP #136801 Annual Road Ahead Project Coordination (remaining budget $135,123).

Agenda Item Brief: Consideration and possible award of the 2013 Street Rehabilitation– Unit 2, Bid No. 12/13-015, PWP-WA-2013-099 to Sierra Nevada Construction, in the amount of $557,007. Staff recommends that council award the contract.


Background:

This project will remove and replace rundown curb and gutter, sidewalk, and reconstruct the roadway with new asphalt on E. Gault Way from Probasco Way to York Way, La Grange Court and Sheffield Court.



Analysis:

This 2013 Street Rehabilitation Unit 2 project is part of the City’s Transportation System - Pavement Management Program. The project was prioritized through the City’s Pavement Management System and outlined in the 5 year Program of Projects. The project scope identifies the need to remove and replace as needed rundown curb gutter, sidewalk, driveway approaches, and reconstruct the roadway with new asphalt on E. Gault Way from Probasco Way to York Way, La Grange Court and Sheffield Court. The City of Sparks received five (5) qualified bids for this project, which were received March 14, 2013 at 1:45 p.m. and opened on March 14, 2013 at 2:00 p.m. A bid summary of the qualified bidders is shown below:

  • Spanish Springs Construction $569,444
  • Granite Construction $569,569
  • A&K $587,774.22
  • Q&D Construction $635,530


Alternatives: 1. City Council could award the project as outlined by Staff. 2. City Council could reject the proposed project and provide direction to the City Manager.

Recommended Motion: I move to award the 2013 Street Rehabilitation Unit 2 project to Sierra Nevada Construction, in the amount of $557,007.
