Agenda Item Brief: The purpose of this item is to provide an update to the City Council regarding the known Bill Draft Requests and filed bills specific to public procurement and offer the opportunity for discussion concerning any general or specific position the City Council may wish to offer with respect to those issues.


Background: The manner in which the City may spend tax dollars through the purchase of goods and services is specifically governed under Nevada Revised Statutes (NRS) Chapters 332 (Goods and Services) and 338 (Construction). During each session of the Nevada Legislature, multiple bills are introduced that may affect the manner in which dollars can be spent at a local level.

Analysis: As of January 15, 2013, 891 Bill Draft Requests (BDR’s) were filed. Of these, at least 24 BDR’s (List attached) have been identified that will address any of the following subjects: Procurement/Purchasing Bidding Contracting Preferences Prevailing Wage Public Works The presentation offered under this subject will provide the most up to date information available on the Bills and BDR’s that have been filed and offer the opportunity for further discussion of the City Council position on the subjects identified.
