Agenda Item Brief: The purpose of this item is to provide an update to the City Council regarding the significant changes recently made in the City of Reno with respect to the collection, hauling and disposal of solid waste. As the local government with the largest number of customers in Washoe County, the Reno franchise drives the innovation of services and will influence any changes that may occur in the City of Sparks, whether initiated by request of the City or the franchised hauler.
Background: The City of Sparks is nearly 5 years in to an initial 10-year franchise agreement with Waste Management for the hauling of specified solid waste. The existing franchise became effective in July of 2008 and the initial term goes through July of 2018. There are 2 mutually agreeable options to extend the existing agreement for 5 years (each), taking the agreement through (potentially) 2028. Per the contract, Waste Management holds the exclusive franchise for all residential waste and recyclable materials (with some minor exceptions) and all commercially generated “garbage” within the City limits. Garbage is generally identified as “wet” waste materials (food waste and materials that may have come in contact with food wastes). Since the adoption of the City’s franchise, this definition has become murky as the definition of recyclable materials has grown.
Analysis: The City of Reno represents the largest residential and commercial market under franchise in Washoe County. Changes made to their franchise agreement will influence how the other franchised agencies (City of Sparks and Washoe County) will be able to control their own needs with respect to future franchise negotiations. Therefore, this update is offered in order to frame future discussions concerning the franchise the City of Sparks holds with Waste Management.
