Title: Consideration and possible award of Bid #12/13-011 for the purchase of a hooklift unit and installation from Tom’s House of Hydraulics in the amount of $71,616.00.

Recommendation: Staff recommends approval of the purchase of a hooklift unit and installation in the amount of $71,616.00 from Tom’s House of Hydraulics.
Financial Impact: This acquisition will be reimbursed 100% through the $972,343.00 Federal Congestion Mitigation Air Quality (CMAQ) grant. This purchase was not programmed in the FY 2013 vehicle replacement budget. Provisions for funding this project until reimbursement can be made will be done through account 604080, Project 130660, Program 133000/133000-100. This vehicle will be assigned to Drains OM 130585-100.

Agenda Item Brief: Fleet Services is requesting permission to purchase a hooklift unit and installation from Tom’s House of Hydraulics.
Background: A Federal CMAQ grant through the State of Nevada has allocated $972,343.00 to the City of Sparks for the purchase of equipment designed to reduce air pollution emissions. One of the items identified in the program is a hooklift truck designed to haul large dumpsters so that the sweepers have shorter distances to travel to dump the debris. In June of 2012 Council approved the purchase of a cab and chassis from Silver State International as the basis of this truck. This request is for purchase and installation of the unit that will complete the buildup. The configuration of this truck will allow the use of several different attachments making it a versatile tool for the Drains OM section. The additional cost over the bid price is an option requested by fleet services so that a plow and sander might be utilized in the future.
Analysis: The City advertised for bids on October 19, 2012. One Bid Package was received by the bid deadline on November 8, 2012 as follows: Tom's House of Hydraulics Ampliroll AL-150/1800-20 30 $ 33,915.00 Optional Items 1) Adjustable Jib and Duel Height Body Lock $ 1,314.00 2) Container Variability System $ 775.00 3) Rear Stabilizer with integrated Heavy Duty Bumper $ 4,663.00 4) Manual Tarp System $ 1,275.00 5) Tandem Axle Poly Fender $ 1,688.00 6) Frame Mounted Tool Box $ 527.00 7) Cab Guard System $ 1,789.00 8) Installation of Hook Lift System to City Vehicle $ 6,525.00 After reviewing the bid package it has been determined that the unit offered for consideration by Tom’s House of Hydraulics meets the intent of the specifications outlined in the bid documents. The City will be purchasing the options for the system included on the attached quote which was based upon the City’s bid for equipment.
Alternatives: 1. City Council could approve the purchase, as outlined by Staff. 2. City Council could reject the purchase, and provide direction to the City Manager.
Recommended Motion: I move to approve the award of Bid #12/13-011 for the purchase of a hooklift unit and installation from Tom’s House of Hydraulics in the amount of $71,616.00.
