Title: Consideration and possible approval of the reimbursement to the City of Reno in the amount of $101,803.33 for Sparks’ share of a contract with Advance Installations, Inc. for the final phase of the Asbestos Abatement Project at Truckee Meadows Water Reclamation Facility (TMWRF).

Recommendation: Staff recommends City Council approve a reimbursement to the City of Reno per contract with Advance Installations to perform asbestos abatement, repair and reinsulation services for $101,803.33.
Financial Impact: There is no impact to the General Fund. $1,883,995.60 remains in appropriations in the 5-year Capital Improvement Plan (CIP) for the City of Sparks, TMWRF Projects, CIP 136600, in Fund 1631, Sanitary Sewer Capital Project Fund. The City of Reno will enter into Contract No. I100063 with Advance Installations, Inc. for the asbestos abatement for up to $324,524.48, including an $80,000.00 force account, and will administer the contract. Reimbursement will be sought from the City of Sparks for its share of expenses through the current cost sharing agreement for TMWRF capital projects, based on the ownership of TMWRF as outlined in Table 1 below. Expenses for this TMWRF Asbestos: Abatement- Phase II will post to account 603242, Professional Services- Other, using CIP 13-6600B, in Fund 1630, Sanitary Sewer Operations Fund. (See attachment Table 1).

Agenda Item Brief: The contract with Advance Installations for the final phase of the asbestos abatement project at TMWRF was approved by the Reno City Council on January 14, 2013. Under the capital projects cost sharing agreement with Reno, Sparks will reimburse Reno based on the current ownership, 68.63% Reno and 31.37% Sparks.
Background: The Truckee Meadows Water Reclamation Facility (TMWRF) is a regional wastewater treatment utility. TMWRF has undertaken a project to remove all Asbestos Containing Materials (ACM) from the facility. This is the second and final phase of that project. The project involves removing ACM from piping in “A” & “B” galleries, repairing a leaking air handler line and reinsulating all piping as is necessary to provide sound deadening and protection from heat loss or injury.
Analysis: TMWRF has identified through an intensive Asbestos evaluation that there were several areas that contained “Friable Asbestos Containing Materials”. These areas represent a risk to employee health and safety at the facility. In order to adequately address these concerns it was determined that the ACM be removed (abated). This project was broken into two phases. Project 1, was the Blower Room, this project is complete. Project 2, takes place in Pipe Galleries “A” & “B” and consists of a repair to one leaking air handler line and the reinsulation of the piping as required to protect against heat loss, reduce effects of excessive noise ( air reverberating in the lines (24” air lines ) and protect against injury.
Alternatives: City Council could direct staff to provide other alternatives.
Recommended Motion: I move to approve reimbursement to the City of Reno in the amount of $101,803.33 for Sparks’ share of a contract with Advance Installations, Inc. for the final phase of the Asbestos Abatement Project at Truckee Meadows Water Reclamation Facility (TMWRF).
